As we enter the third week under a state of emergency that parliament has now approved for up to a 90-day period, the consequences for Zambia’s political and economic outlook are still being processed.   Governance specialist Mcdonald Chipenzi is one of the latest to raise a point of order. With by-elections for district council chairpersons and councillors scheduled for September 2017 in three districts and wards he has advised that the enforcement of the state of emergency be suspended in these areas in order to enable the campaign period to go ahead.
